Banned yob is caught in the act

From the archive, first published Thursday 20th Nov 2003.

A Kingswinford yob has been caught back behind the wheel just days after being ordered to keep off the road.

The slip-up means Richard Pargeter has taken six-days to break his anti-social behaviour order (ASBO) and could now face jail for up to five-years.

Pargeter's long suffering neighbours in Portway Close were thrilled when magistrates' agreed to hit him with a three-year ASBO last week.

Residents had spent months drawing up a catalogue of complaints against their neighbour-from-hell, which included running a makeshift car repair business from outside his home and driving at breakneck speeds around Kingswinford.

But the order failed to keep the notorious tearaway in check and police hauled him back into custody on Sunday November 16 when he was spotted driving while disqualified.

Now he is being held in custody and could face a prison sentence when he appears before Halesowen Magistrates' Court on Tuesday November 25.

Pargeter has become known around the area for his yobbish behaviour, vandalism and some instances of theft.

In one case he was convicted for stealing a car and smashing the rear window of another residents vehicle.

PC Paul Owen of Dudley South community safety bureau said: "It just shows how effective these orders can be.

"Members of the public are aware of these people and they report any breaches to us very swiftly."

Councillor Les Jones, Lead Member for Community Safety, is also among those who welcomed the news.

He said: "He has traumatised local people unnecessarily and has given no thought to his actions."
