Time to bring back free parking

Once upon a time in the small,busy town of Halesowen, there existed a state of free parking in the busy shopping area. People drove in from miles around filling up the car park spaces, and then caught buses to their places of work in (expensive to park) Birmingham. Parking was sometimes difficult for the Halesowen shopper but any parking place found was FREE. So a deterrent was put in place. Pay a charge for the use of the spaces, originally meant for shoppers. Deter the bus passengers it did. Unfortunately it has gradually deterred shoppers too. The average time spent by shoppers shopping is less than one hour, unless you include the wait in the Main Post Office, but that is a another subject.   more...
